The big picture
Dubai has a reputation for being expensive, but the reality is more nuanced. There is no income tax in the UAE. What you earn is what you keep. Housing is the dominant expense. If you control your rent, Dubai can be very competitive with London, Paris, or Singapore for a similar lifestyle.
The most important variable in your Dubai budget is the neighborhood you choose. The same 1-bedroom apartment costs 62,000 AED per year in JVC and 112,000 AED in Downtown Dubai. Everything else in your budget is relatively predictable.

Cheque payments: Annual rent is most commonly paid upfront or in 2 to 6 post-dated cheques. Monthly payment is rare and typically commands a 5 to 10% premium. Factor this into your cash flow planning when arriving.

Transportation
Car ownership
Monthly loan repayment: 1,500 to 3,000 AED depending on vehicle. Insurance: 2,500 to 6,000 AED per year. Petrol is relatively cheap at approximately 3 AED per litre for 95 octane. Salik toll gates charge 4 AED per crossing (multiple gates across the city).
Dubai Metro
6.50 to 8.50 AED per journey depending on zones (Nol card). Monthly unlimited passes are available. Practical for communities on the Red Line (from Rashidiya to UAE Exchange) or the Route 2020 Green Line extension.
Taxis and Careem / Uber
Abundant and affordable by Western standards. A typical city ride costs 15 to 30 AED. Surge pricing applies during peak hours and rain. For occasional use, app-based rides are more economical than car ownership.
Groceries and dining
Supermarket options range from budget (Carrefour, Lulu, Choithrams) to premium (Spinneys, Waitrose, M&S Food).
- Weekly groceries for a couple: 300 to 600 AED, depending on preferences for local versus imported products
- Local restaurants and cafeterias: 15 to 40 AED per meal. Excellent value, particularly for Indian, Pakistani, and other Asian cuisines
- Western-style restaurants: 80 to 200 AED per person without alcohol
- Alcohol:Only available in licensed venues (hotels, licensed restaurants, registered clubs). Purchasing at an MMI or African & Eastern store requires a licence, free to obtain since 2023. A bottle of wine costs 50 to 120 AED retail.
Schools (for families)
International school fees range from 8,000 to 90,000 AED per year depending on curriculum and grade level. This is typically the largest single budget item for expat families with children.

Healthcare
Health insurance is mandatory in Dubai for all residents. Employers are legally required to provide it for their employees. If you are self-employed or on a freelance permit, you arrange your own.
- Basic mandatory cover (DHA standard): approximately 700 to 1,500 AED per year. Limited coverage, but legally compliant.
- Mid-tier individual policy: 3,000 to 8,000 AED per year. Better hospital network, lower co-payments.
- Premium family policy: 15,000 to 40,000 AED per year.
Public hospitals (run by DHA) are significantly cheaper than private facilities for basic consultations. Private hospitals, such as those in the Mediclinic, Aster, or American Hospital networks, offer faster appointments and a wider specialist range.
Utilities
- DEWA (electricity and water): 300 to 700 AED per month for a 1 to 2-bedroom apartment, depending heavily on AC usage. Expect bills toward the higher end in summer (June to September) when AC runs continuously.
- District cooling (Empower or Tabreed, common in Downtown, Business Bay, DIFC, JBR, and Palm): typically included in the service charge or billed separately at approximately 400 to 900 AED per month for a 1 to 2-bedroom unit.
- Internet:Etisalat (now e&) or du, approximately 300 to 500 AED per month for home fibre. Most packages require a 12-month contract.
